The Server Settings Editor must be run "As Administrator" in Vista and Windows 7.7 (navigate to the Server Settings EXE file in Program Files, right-click, and choose Run as Administrator option)..
A non-administrative Vista/W7 user requires some modification to the client configuration file due to its restricted rights. The user must also be added to the SQL USERS group permission.
