A scheduled process will run at the top of the day to fill all enabled tags (site/parm/interval) with database records, to provide consistency for data report/query functions (e.g., so a view/query of 5000 data points will always return 5000 elements, not less).

This process can (and should) be put in the Task scheduler and run once/day.
